Scottish government dragging its heels on deposit return scheme, say critics

The Scottish government is acting too slowly to finalise arrangements for the deposit return scheme (DRS) for drinks containers, says the Scottish Grocers’ Federation (SGF).

The DRS is to begin in August but the SGF said this week there are still many questions about how it will work that remain unanswered.

SGF chief executive Pete Cheema said: “With just eight months to go, there are a range of issues either crucially still outstanding or belatedly, ill-thought-out moves being made to start resolving them.”

Cheema added that a government report on the DRS submitted in June stipulated that firm recommendations for action should have been issued within three weeks.

He said: “Why has it taken until December for the Scottish government to publish this report when we are so close to go-live? That is not good enough. The operational risks are still outstanding and have not been dealt with.”

The SGF represents the largest number of return-point operators in Scotland and is on the board of Circularity Scotland – which administers the DRS scheme.
